Way back in the day when I was new and impressionable and slightly more insecure than I am now, I used to pull chapters off Fanfiction.net if they hadn't recieved reviews in what I deemed a timely manner and reposted them later on when I thought they'd be noticed more. It usually worked.

I've never done the withholding for reviews thing though, and would actively avoid any fics whose summary included any variant of "I'll only continue if this chapter gets X number of reviews!!!!" If you're not being that obvious, OP, and your readers aren't aware of your private blackmail then I don't see it as much of a problem.

These days I find myself more stressed out and pressured by GETTING reviews rather than a lack of them, go figure.
