It says " Each tree is adorned with angel tags containing an angel's age, gender, clothing sizes and gift wishes." So it's not like they're interchangeable gifts or anything. It seems that if someone takes an kid's wishlist and never returns it/brings any toys, they kind of redistribute so everyone can get something, but things that are gendered (like a skirt or makeup) or specific sizes or whatever couldn't just be handed off to anyone

Just don't go through the Salvation Army to do this - they're a pretty horrible organization. See if you can find a more local organization.
