Why are you bringing Moffat into this discussion? Jack is RTD's character, not Moffat's.

I hear Jack Harkness being brought up a lot during discussions about writing Moffat's done. I guess the information was inaccurate. oops.

Yep, Jack's first appearance was in The Earthly Child/The Doctor Dances, which was written by Moffat. So basically Moffat did create him.

I'm like

900% sure that RTD created him and not Moffat, even if Moffat got the credit for that episode. I would be very comfortable assuming that including Jack was part of the brief for that episode.

Moffat was credited during Jack's introduction as creating the character. Rusty may have given Moffat notes about a time traveler named Jax but it was Moffat and Barrowman who breathed life into him.
