I find it interesting that he talks a good game about being willing to hit pretty much anything, but that's not actually reflected in his actions.

I never thought about that. Most of it is talk. I think we see him hit on 3 or 4 people successfully during the whole run of Torchwood?

But then again, he's lived a long time, so he'll have had a lot of history from which to draw his other stories.

Jack was a great story teller. He may have down some wild oats, but by the time he met Ianto he'd settled down considerably.

True - and as far as we saw, he was somewhat monogamous with Ianto. And he even married once (and claims to actually appreciate the institute of marriage).

Yes I always thought that was the point, he used seduction and flirting to get information, or to trick people. Yet he almost never acts on it, and we only ever see him being monogamous on the show.
Even in that dreadful miracle day, he has a one night stand, but the only other relationship is a more ongoing one.
