People who say that about dress codes in general are lying, because men have far fewer clothing options that are considered "appropriate." Appropriate attire for men in most situations is basically slacks and a button-up shirt. There's very little variety and thus there aren't many ways in which they can wear something inappropriate that isn't blatantly so (jeans, t-shirts, etc.)

There are a lot more ways for women to be inappropriate in their dress than there are for men. That's just a fact.
