To be honest, I doubt most showrunners and actors even know what queerbaiting IS. They just see a lot of fandom emphasis on a particular ship, think it's funny, and play along for a bit.

But when it comes to the Serious Business of Shipping, it's very much a case of "give them an inch and they'll take a mile." Any playing around on the behalf of the creators/actors will immediately be interpreted as CANON by the hardcore shippers, who will then retaliate when that turns out to not be the case.

So then the show/actors (I've personally seen it among those involved in Teen Wolf and Merlin) will be taken aback by the vehemence of the backlash and immediately cut down on "shipping fuel". So everyone's back to square one.
