They are both bad, but Moffat is the lesser of two evils.

RTD
-Horribly forced 10/Rose Romance
-Absorbaloff
-Sex Slave Concrete
-Fear Her
-The Doctor moping over rose for a whole Series
-Human Daleks
-Retconning the Masters backstory down to "LOL DRUMS" and trying to turn him into a sympathetic character
-Jesus Doctor
-10th Doctor saying he "forgives" him and telling how "beautiful" he could be and offers him to travel in the tardis forever with him
-A MAN THAT NEVER WOULD
-Rose not developing at all as a character and still fanwing over the doctor even after years away in the alternate universe
-creating a sex clone of the doctor to pawn off to rose so they can have a happy ending and having them kiss
-The Master flying in the air and shooting lightning bolts out of his arms
-Skeleton Master
-IM HUNGRY
-Completely going against the mythology and making the doctor say that regeneration is like Death and having him go out like a bitch
-I don't want to go

Moffat
-River Song

While Moffat is a good writer, as a showrunner his quality drops significantly. Still better than RTD in my opinion, but not "RTD era" Moffat. I think it all falls down to him having to write several more episodes a series while also script editing and trying to tie in some complicated epic arc. He tries to do too much in too little time and it really took away from his potential as a writer

I agree with about 90% of your RTD list (although I really liked the "I don't want to go" line, because why in the heck should anyone be happy about regenerating and changing every atom of themselves?) but there should be a LOT more on Moffat's side. And River Song is not just a one episode blip. She returns several times and continues to dig the hole deeper and deeper for her awful backstory and characterization which completely revolve around a man.

RTD's flaws stick out like crazy. No sane person didn't cringe at the end of the Absorbaloff episode, after all. But Moffat's flaws are continuous and repetitive. The abandoned, nonsensical storylines. The storylines that are finished but still nonsensical. Pretty much everything to do with Amy's pregnancy and Melody's birth and the general theft of every female character's own agency. These are big, overarching problems that go beyond just the writing and speak to the message beneath it. It's not a good message.

I agree with your RTD list, but for Moffat you have to include horribly written female characters (River Song isn't the only one, just the most obvious) and plots so convoluted they disappear up their own backsides. Also for ruining the good work he did with the Weeping Angels.

Have to agree with previous anon, he was a decent writer for the odd episode here and there, but a rubbish showrunner.
