Yes, all of this. Voldemort's message was tailored to the worst elements of Slytherin, so of course they were overrepresented among his followers. I'm sure in history there have been times the worst qualities of the other houses were ascendant, too. But this time, in this situation? This time, Slytherin's bad points were the kind of bad points Voldemort appealed to.
