and we weren't beaten over the head with Steve's pain

That's something I really liked about CA:TWS. Steve is fucking miserable, but it didn't really hit me until I started talking about it with some people. There's no flashing neon sign in the movie going U GUISE CAP IS SO SAD, just a lot of little moments and character beats that paint a pretty depressing overall picture.

And for that particular scene with Peggy, I think it pays respect to her as well. It's not like she's all "omg Steve!!! So good to see you again :D :D :D" while Steve has to stoically hide his pain; she has to keep meeting someone she thought long dead again for the first time. I think the scene does a good job of showing how much they've both lost.
