That is actually a very good idea.

I think, in general, there are several very toxic elements to current police culture in the US and any steps that can be taken to increase personal and departmental accountability would help. "To serve and protect" has to actually mean something, and if anything, the police need to be held to a higher standard of conduct than Joe on the street.
