Do they have issues with touching in general, or just with touching genitals? Also, is there something specific that's turning them off, or just "ew, bits!"

It doesn't necessarily have to suck for anyone, as long as everyone involved knows what they're getting into, but it's possible this person could benefit from talking to someone professional about this.
