Unless I'm reading it wrong, you have a really odd conception of the rest of the world.
I mean, I can tell you right here that pre much all of Europe has internet access - now, not sure if that's using it "right" to your standards - but we have the internets. And microwaves. and central heating. You get the idea.
And even in places where you don't expect it - I mean, I've been in tiny villages in India that STILL had internet - sure there were like 4 old PC's in an internet café - but, people pretty mmuch everywhere are online.

Here we go. According to Bloomberg, the US is only the 11th country in the world according to internet speed. Several European countries beat it, as do many Asian ones.

According to Wikipedia, there are seven European countries with faster internet connection than the US.

France (94th best connection) and Italy (18) are further down the list. Their internet isn't that good. On the Wikipedia list, the US has the 180th best internet connection in the world.
