this is kind of hilarious. I understand how banning things like rape porn or bestiality works, but these are just regular harmless kinks, so now I'm imagining the members of the Parliament seriously debating as to whether they should ban face sitting and female ejaculation... and bringing up reasons as to why...

Well, that's basically what it is. The banned random kinks. They banned female ejaculation because they banned pee - and some brainiac figured it's impossible to tell the difference between pee and ejaculate, so they banned it both. Because they're smart like that.
