As far as I can tell, it comes from Chris Evans having a gay brother and being hugely supportive of gay right - which, in, I do not know which context exactly, cause Samuel L. Jackson to joke about him being the first LGBT Captain America. Since there's Peggy, and he's clearly not lesbian or trans - bisexual seemed the logical option.

As for as I know, it started from there and took a life of its own.

I actually sort of like the idea, but some people are just delusional. And I'd be cool with a bi Bucky, too. Though realistically, I don't think they'll do either.

It's really good and cool that this is happening. Creators need to know that they shouldn't in any way imply that a character is anything other than stereotypically straight and exactly in line with gender norms unless they're going to actively make them lgbt.

It wasn't even the creators, it was another actor making an offhand crack. Which makes this whole thing its own extra-special level of stupid.
