3) It's the equivalent of Borat's mankini. The point is that it's fucking uncomfortable, ridiculous and embarrassing, but that's the price of the power you get for it. She and her Nemesis are the only ones who have the power to wear them, as in, fuck social conventions of modesty and fuck shame, if it makes me stronger, I'll wear it.
It is *not* sexy, and not meant to be. The whole series is about how "clothing separates and oppresses people". The point is that while this is social criticism of a society that uniforms its children and workforce alike, and otherwise also is all about appearance, it is well aware that the whole premise "clothing separates and oppresses people" could well be a cheap premise for crack porn, and plays with it.

(Btw. I grew up with nudism and it taught me that the human body is nothing to be ashamed of, and nothing inherently sexual, and then Freu taught me that there is sexuality in everything we do. It's nothing bad.)
