In the case of Sailor Moon though, ALL characters of similar age and gender have the same face. It's just part of the overall design philosophy, you go for blank and interchangeable looks because their looks don't actually MATTER in the narrative.

Really different from western animation where all characters tend to be super varied except the young ladies.
