I have no idea where you are, but charging people who cause self-inflicted injury or illness (be it obesity, smoking, drinking/drug-related problems etc.) is always brought up when it comes to health service funding.

Your choices to e.g. ride motorcyles or participate in any other dangerous activity is already factored into your insurance premiums for those activities.
