because a) people can't actually change their sex at will for cosplay
and b) things like that are often done for humor
c) the basic visual characteristics of the character - clothes, hair - are preserved.
(esp. in anime, where sameface is everywhere, hair is an important signifier)

Dude, we're just talking about a wig here, there's a whole industry built around wigs for cosplayers. If you're somehow offended by that, you really need to reexamine your life.
