Some of the f-locking is to do with adult content.

As I understand it, LJ requires communities with adult content to f-lock mature material and to check that every member has an age statement (and is over 18!) before his or her request to join is approved.

I run a fic exchange community and it's a major pain in the arse to do -- when people don't have an age statement, I have to contact them and explain, and sometimes even tell them how to display one. But I'm basically trying to protect the comm and its archive against future trouble.

(Non-members can always access the lower rated fics & art, though).

Yeah a lot of that had to do with the big purge LJ did years ago. I can't even remember why they had to do it but I think someone complained about open adult content and scared em' enough to move to action. They deleted a lot of people right away for bad adult content then gave everyone on the site three days to mark their account as adult. Even then a lot of people didn't know and got deleted. It scared people enough to start locking stuff up after that.
