In 2 and 3 testingcheats is good to have on because you can manually restore motive levels by simply dragging along the indicator bars. 4 no longer has that, but it does have shift-click on a sim and there's a cheat for "Make Sim Happy" that fixes all motives and sets current mood to happy if it's anything lower.
