I think the point was to make him otherworldly beautiful. Elves are sort of perfect beings, their arrogant king would be that way x 100.

I also think Thranduil especially is supposed to be hella creepy. Beautiful but kind of callous and terrifying, like the sídhe Tolkien based the wood elves on.
