It depends what angle you're coming from. If you're joking about how fucked up a rapist is or how screwy rape culture can be, that can be a clever joke. Comedians like Lewis C.K. managed to pull it off really well. However, if you're joking at the victim's trauma because "ha ha rape and traumatized victims are so funny" then you're an asshole who doesn't have enough brains to come up with witty material. It's the equivalent of a 12 year old pointing and laughing at something inappropriate.

So yes, you can joke about any issue. But it depends on what angle you have and what your joke is trying to point out.
