There isn't another name that sounds like Felicia. There's Felicia, and there's Phyllis, which is unrelated. There is no Phylicia.

Phyllis comes from Greek and mean foliage.

Felicia is the feminine form of Felicius, a Latin name derived from Felix, meaning lucky or successful.

The two have been confused, which might explain nonsense like Phylicia, but they came into existence from two totally different sources.
