Probably either Lords of Misrule (One of my favorite fics ever, and def one of my favorite Legolas/Gimli and LOTR fics. I've read it so many times it's ridiculous.)

It is just so hard to figure out what is actually good in the Tolkien fandom, so anything that gets recced moves to the top of my list.

I feel you. I don't have a massive backlog of LOTR fic I enjoy; most the stuff I like is older or no longer available. It's unfortunate but I'm picky with LOTR fic; if the voices aren't right I don't want it.

Hobbit I give more leeway, but I still want good writing.

You will not be displeased with any of these three fics. All three are favorites of mine, and Sansukh goes in my top ten of all fic I've ever read (It is a WIP, but I'm not worried it won't be completed).
