He's king of Gondor and Arnor. Other human lands are not Aragorn's to rule, and would probably take rather violent exception to any attempt to do so.

The land that makes up Rohan was once part of Gondor, and the first king or Rohan swore an oath of friendship betwixt the two nations, but they're still an independent country with their own laws, royalty, and customs.
