isn't aragorn the high king of all the humans? other human kings would bow to him because he's the first of the peers. elven and dwarven kings don't need to bow to him.

Not exactly, no. But Rohan, at least in the books, does rent their land from Gondor. Although there is no evidence this is true in the movie.

He's king of Gondor and Arnor. Other human lands are not Aragorn's to rule, and would probably take rather violent exception to any attempt to do so.

The land that makes up Rohan was once part of Gondor, and the first king or Rohan swore an oath of friendship betwixt the two nations, but they're still an independent country with their own laws, royalty, and customs.
