It's glue seepage. It's not supposed to be like that, but it's a known manufacturing issue with the dolls.

You can try and shampoo it out, but it'll just keep on getting greasy again. Some people have had success with using talc powder: http://nocturna-fangor.tumblr.com/post/66085991848/solution-to-the-monster-high-greasy-hair-glue

Personally, I just braid back my dolls' hair when I get one with this problem.
