Seconding the anon from above, it sounds like a virus and/or malware.

Go ahead and kill the power on it (if you haven't gotten it to restart by now). Yank the battery out if it's a laptop, just pull the power plug if it's a desktop, give it a few seconds to cool down, then boot it back up into Safe Mode (usually you should be able to get it with the F8 key, but you may have to do some googlefu to get the specific combination/how to for your system.)

Once you're in safe mode, update and run your antivirus software. You'll also want to download an anti-malware program (I use Malware Bytes) to get rid of any browser hijacks. With any luck, that'll get it, but I ALSO use a Registry Cleaner (CCleaner's my jam there) to make sure there are no references left to nasty software in your registry that may download/rerun again despite being removed once.

Once you've done that, reboot, see how it goes.
