At the risk of being a walking stereotype, when I'm PMSing I can cry at overly sentimental grocery store commercials.

Otherwise, only usually during panic attacks, the frequency of which depends on my anxiety levels in general. Can do it several times a week, then a gap of many months. Being that the panic attacks give no fucks at to when they happen or where I am, it can be private or public, depending. Before my panic attacks started, I was much more self-conscious about crying in public, worried what people were thinking etc. Now, not so much.
