It was all very weird. Really, it did read like a 'form letter' a bit, which is what made my flister go look for the author's age. It read like the things you're supposed to write when you do peer reviewing in school, say something nice followed by something to improve on. Which is... not exactly the form most fanfic reviews take in general. But it read like someone who had no idea what they were talking about trying to sound like they knew what they were talking about. It was also sort of hilarious because my flister is an English teacher.
