Uh, I was always told you should definitely make eye contact, not just with people who look a little funky but with everybody. It makes you seem more confident and friendly (even if you aren't).

Anyway, look them straight in the face. Focus on one eye (the 'normal' one) if you have to, since people can't really tell if you're slightly off to one side of the face or the other. Be as polite as possible while still treating them like a normal person.
