That's not actually true. The way tumblr is set up does encourage nasty behavior. There's almost no accountability on it--with LJ, comms could set their own rules, and while mods were sometimes shitty, you had to play by certain rules to participate in the fandom comms, and blatant trolls and bullies could be kept out. On Tumblr, there's no checks and balances.
There are no mods, and only tumblr staff to complain to--and Tumblr staff usually tells you to rely on their really shitty blocking system for almost all problems.
LJ-fandom had its problems, but Tumblr fandom is worse for a reason--the way Tumblr is set up, its rules and interface, make it more susceptible to abusive and bullying behavior, and nastiness.
