I think typically, it's the kind of fic where the prose is repeatedly interrupted for copy/pasted lyrics. Like, where the author inserts a verse of the song every few paragraphs. asecretchord linked to a tastefully done example upthread.

Sometimes it's a fic where one of the characters is singing the song in question, but I rather think that the singing scene would have to be the main or even sole focus of the fic in order to qualify.

I don't think that most people consider fics with lyric titles to be songfics. Fics that just quote a bit at the beginning also aren't typically considered to be songfics.
