even some bad shows will occasionally have a scene where everything just falls together

That is exactly the criteria for my pick. Tango scene from Easy Virtue. So Jessica Biel should never, ever do Noël Coward again. But holy crap will I watch her and Colin Firth tango it up over and over again. It didn't quite redeem the badness of the movie, but it did significantly improve it for a brief, shining moment. *____*

And for actual good shows-- the end of Blackadder Goes Forth, and a bunch from Mad Men. Like this one:
