Honestly, I think it's that certain artists have ONLY LEARNED ONE BODY.

The artist who was drawing Stormwatch when Warren Ellis took it over was evidently told that Jenny Sparks had small breasts. (She even mentions it in dialogue.) He consistently drew her with no breasts at all, just a completely flat chest, because he had only ever learned to draw big 90s Image-style boobs. Small boobs were not part of his repertoire.

I once commissioned a picture of a tough, manly guy from a girl who (I discovered) could only draw bishies. I had to send it back three times, the second time with a photo of Chris Evans as shoulder-waist ratio reference. Have these kids today never SEEN a grown man? Maybe out a window or something?
