I have a pet theory that Grand Cleric Elthina was, to a degree, stuck in a situation where, if she did try to change things Merideth would have rebelled against her and accused her of being possessed or manipulated by blood mages. However at the same time I also think that if she had done something more than just tell everyone to calm down, earlier on, she had more chance of getting through to Merideth when she was not as far gone on the Red Lyrium as she got later.

But then I also think Elthina is a great example of someone who fails to act, badly, while thinking her inaction is the best way.
