The Pixar people went to Paris and studied restaurant dynamics a lot. It is VERY difficult to get to the top for a woman in a French kitchen and she represents that. She wouldn't have been there if she weren't tough, as is emphasized in the actual movie.
Having her not tough, that would have been unrealistic.
