Someone who hadn't developed emotionally for whatever reason would have problems with that at whatever age, I'd imagine. Be it a highly controlled or sheltered environment, a disorder, or that they come from a background or culture where factoring emotional intelligence in wasn't done. It's one of those things you can only really formulate when you develop a functional level of empathy and self-awareness, I think.

There are a couple of characters in my fandoms that fit that description when it comes to emotional maturity. One's a robot much like Data, who's only learning about these things via interaction with humans. One's been highly sheltered and protected her entire life until she decides to escape. They're both portrayed as being in their early twenties. Neither of them have been in especially controversial situations within their respective canons, but their interactions make it clear they don't have the same points of emotional reference as to what is and isn't acceptable to those around them, which let's face it, is how we all formulate those things.

I'm not in the fandom so I have no idea what the narrative reasons for this storyline might have been, but characters like that are usually pretty fascinating for me in terms of a) how they adapt and b) what our own ingrained "this is acceptable, this is not" lines are and how they were formed.

He has developed emotionally somewhat. It's just as not as much as a human. He has mastered certain things though. We currently don't know his precise mastery of intimate relationships or anything about sex. I would wager more on the little to nothing side but I still have to admit we don't know. And I would say he has quite a bit of empathy. The self-awareness comes and goes.

His life wasn't sheltered, thankfully, he just lacks an emotional chip which causes him to not be able to understand things sometimes. That and lack of experience, so I'm assuming much like your robot character.

Anyway, it's easy to say, "yes, he doesn't have enough reference." However, there is still some grey area left since we do not know for sure his exact history in those 26 years. We can only guess at it from comments and his current actions. So six of one, half-done of the other.
