Fleur gets a lot of random hate that is never really portrayed as bad.

Both Ginny and Lily may be feminine, but not in the same way as Umbridge or Lavender or Romilda are. And they're both badass too.

I think we were actually supposed to think it was funny, which adds to my feeling that JKR doesn't like girly people.

It's just weird to me. It seems more unusual for a French person to be named Fleur than an English person (and it's not common then).

Well, that just supports the argument of the other person up-thread. "Fleur" = "flower" = name expressing girlish femininity = OK to dislike.

Not that I necessarily hold that view myself, but damn, the Fleur example does give it some extra weight.

I forgot, what did they do to Fleur again? Did they bully her or something? I haven't read the books in years.

They called her "Phlegm" behind her back, referred to her as a cow, called her stupid, mocked her mannerisms, and were visibly unhappy whenever she tried to talk to them. When Harry tried to defend her by saying she wasn't stupid, they said that he was only saying that because he thinks she's hot.
