ETA: Wooo, I nailed it. GIF comes from 2:30 in the above video. But yeah, Leonard Bernstein, pretty much THE first well-known, worldly acclaimed American composer. Most famous for composing West Side Story as well as his super expressive conducting style (as seen in the GIF).
