Considering it's a cop show I'd say it's not particularity indicative towards rl crime rates in their respective areas.

Also as far as the US murder/crime rates go: bigger population--->more crimes being committed.

I think the crime rate is expressed as a proportion, not just a number?

Crime rates are usually calculated taking into account population. For example, the intentional homicide rate estimates how many intentional murders there have been per year per 100,000 inhabitants.

Unless your point is that big populations lead to a higher percentage of the people committing crime.
