I just don't think that's usually the reason because there are many, many stories out there with terrible English that get a lot of attention. It might just be easier to get success when you're writing in your mother tongue because there are less stories.

I was mostly active in StS back in 2002-2004 so any info I have is likely quite outdated, but I think a few of the sites that were active back then are still around (such as Stakya's). I don't know if the Spanish forums (Miarroba?) or the French YahooML are still going, but I do know that there are still some multi-lingual comms percolating along on LJ and DW.

Sorry, not really. Haven't written in ages and I used to either get betas in LJ or post unbeta'd. But maybe say you're more interested in a beta for the language than for story critique. That might get you replies from busier people who don't want to write an essay about your story.
