I've never thought of it in terms of 'this many specific authors or artists', but if new content is consistently being made and posted I consider it active. Doesn't so much matter if we're talking about fic or art or gifs or meta or posts to a community or forum, just as long as there's a steady stream of participation.

There needs to be some sort of hub for it all though, a way for new fans to find the activity in as few steps as possible.

IA with that, but I'm not sure how one would go about it. Some fandoms have (or had, anyway, back when LJ was more popular) newsletter comms for that sort of thing, where they list fic, art, meta, etc, and link it in one place. I would love if that kind of thing became popular again, but the thing is...with social media being what it is and twitter and tumblr being so stupidly popular, it would be impossible to keep track of everything. (Unless you're in a small fandom, anyway.)

Yep, this here. If there is a constant stream of new stuff and participation, then that fandom is pretty active for me.
