No, but that's not what visp suggested. It's possible to leave a nice comment on a fic even if you realize that you didn't enjoy it the way the author intended. If you a proper job of it like most mature adults are fully capable of doing, the author won't know that you thought it was so bad it was good.

It's a terrible thing to say to someone. It's as bad as feeling good about yourself because someone else is suffering.

Even if you don't think highly of their writing you don't have to be rude about it. Just point out the good things and that you enjoyed it.

It seems like such a simple thing, but I see lots of unintentionally (or maybe it's deliberate) rude people towards artists and fic writers all the time. Some people just have no filter.
