Yes, he is the best actor on there and the only reason I'm still watching this show. Most of the cast are not good actors and Snow and Charming are actually horrible imo

Yeah, but unfortunately he's the only one. One actor cannot carry an ensemble show.

Lana Parrilla isn't half bad. She doesn't handle her character being railroaded into weird places with the same grace as Carlyle does, but she's pretty okay.

Parrilla is fine as long as the script plays to her strengths-- crazy eyes or crying. If she has to do more than that, she's lost.

She's still better than Jennifer "Block of Wood" Morrison though.

I actually think Jennifer is good, but it doesn't matter when you have the dialogue they have to cope with. (And I think Bobby's been pretty bad in it lately actually, apart from that one scene in the mid season finale.)

I've abandoned this show right after s3's season finale, but I can say that there's some good/decent acting in it:

The actors for Neal/Bae (both the grown up and the kid), Rumple/Gold, Regina, Ruby (though she's been having her talents go to waste lately, since the writers aren't focusing on her anymore), Tinkerbell, Peter Pan, Cora, Jefferson, Graham, August and if this is OUAT Wonderland, Jafar, are all good actors and acted pretty well on this show (though Rumple can be over the top, but that's his character).

The worst ones and I hate to say this, are Emma (she's really such a flat character, IMO and not a favorite protagonist. She lacks a spine. Sad, because I know Jen Morrison can do better and her talents are going to waste here, IMO. There are moments she can shine though, but that's only rare), Belle (she's pretty to look at and she does have a backbone, but I feel that the writers aren't letting Emilie shine more and I know Emilie does have talent, but she's not showing it to her potential, due to poor directing/writing. Belle's my favorite character though.), Killian, Zelena, Snow and David. Henry gets a free pass, because he's a kid (though he's obviously hitting puberty as the seasons progresses).
