People can have all sorts of reasons for not wanting to claim a label despite their feelings. Maybe they don't feel that their attraction to the same gender is strong enough. Maybe they're unsure about what they think they are.
It's shitty to tell people that they have to take a label or they're cowards or just seeking publicity or something. You don't know their reasons or the story behind it.
