I'm a shipper. I don't think the show has avoided culpability with Regina- she's been confronted with plenty of her victims and for the most part, in the past season or two, she's accepted that with grudging humility. She's been fairly self-sacrificial and though the show does make it clear that she's constantly at war with herself and slips up (though she reins it in soon after), it's also made it clear that she's not that person anymore. That's the story it's telling- I've backed away from other characters I've enjoyed when it became clear that they wouldn't get a redemption arc that satisfied me, and I haven't had to do that with Regina since S2.

In the real world, I would absolutely agree with you. I'd want her locked up somewhere and gone for good and definitely not happy. But OUAT is a fictional fantasy land and the standards and margins for redemption seem to be much wider. Which is frustrating sometimes, but it's something I can accept as one of the few fairly consistent internal standards of the 'verse. I don't want to compare her to other characters, but as far as redemptive arcs go on the show, hers is the most in-depth and exhaustive.

And I ship it because it's a good story! I don't think I'll be changing your mind here- I tend to avoid the anti-SQ folk on Tumblr in general because it seems like a battleground and I'm there to enjoy my ship- but I'm a sucker for a good enemies-turned-lovers story and Emma and Regina have undergone slow, steady development to really great places that I'd never dreamed of when I started shipping it. This whole half-season has been about the two of them going to lengths to protect each other, and once the animosity faded between them, they've proven to actually like and care about each other. They're good for each other now, and it's been a long road there.

I don't think it's an evil bisexual story because Regina is very firmly on the side of good now and it's doubtful she'll ever stray far from it. And personally, as someone who was rooting for everything from Sea Devil to Sleeping Warrior, I'd be happy with any representation at all on the show. The men on the show- except Rumple, who's generally despicable but fun- are kind of cardboard cutouts and the relationships are all very, very boring. It'd be nice to see some ladies in love. It'd be especially nice to see the two lead characters of a show about hope and happy endings (and one without a single overtly queer character that tends to kill/write off almost all of its poc) being in love, though I doubt that it'll ever happen. But that's what people mean by wanting it for representation- that it's a natural, major arc that could organically be a part of the show and really make waves.

You don't have to worry, though. "Swan Queen fans won't be disappointed" usually means that we'll get some nice scenes together, not that they're turning the ship canon anytime soon. The fandom has been craving a hug for almost two years and we've yet to even get one of those, lol. (I don't think we're being overtly baited, either- I'm actually very very happy with what we do get. SQ has the most material I've ever seen for a popular f/f ship since Xena, but the writers have been clear that it isn't a direction they currently intend to go in.)
