idk where you get first statistic from... level of rape in psychiatric institutions is likely to be far higher than official reports though, because most reports are written off as delusions (as has become very clear from cases like Jimmy Saville in UK, although obviously UK and US have different systems).

Food is worse in high security psych hospitals than prison in UK too. I don't know how US compares in detail except both prison and psychiatric units are more horrific in US in almost every respect.

Absolutely have fewer legal rights in high security psychiatric hospitals in UK than in prison.

Oh, if you're talking about children, than rape rates are (metaphorically) off the charts in group institutions. That is not limited to psychiatric institutions though--that includes things like the group homes that are basically orphanages. I think the rates are around 50% of kids in group homes having been sexually abused, while in the group home. So the issue goes beyond just explaining the problem with the ease of writing the experiences off as delusions.

Criminal juvenile facilities have higher rape rates than adult ones.

I think as far as males go, psychiatric institutions have lower rape rates than prisons.
