Sometimes. But the majority aren't, and aren't likely to gain positions of influence that might be considered corrupting.

It's like looking at a multinational corporation, and deciding the person who answers the phone in a remote office is evil because the execs sign off on some incredibly shady shit. It's possible, but it's unlikely, and even if they are, they're still someone who answers a phone in the middle of nowhere, Idaho.
