No, cultural appropriation is something like that horrifically shitty Adam Sandler thing that basically grabs Aboriginal/Native/First Nations traditions wholesale and makes no attempt to treat them respectfully whatsoever.

From what little I've read about the Adam Sandler thing, I'm not sure cultural appropriation is actually the problem there. It sounds more like it's just out-and-out straight-up racism, combined with Adam Sandler being kind of a deeply unfunny dick.
